The UN should ask all millionaires and billionaires to donate 1% of their liquid assets to a UN-managed Emergency Fund to respond immediately after severe damaging earthquakes/floods/fires that occur in Third-World countries, especially in remote and inaccessible places. As well as enhancing expedient rescue operations, this can fund focused associated action such as the development of drone technologies to carry aid over any terrain, and development of emergency shelters and earthquake/flood/fire proof architecture to rebuild. Those individuals who refuse to donate would be publically shamed.
